Labels on bar/column charts

When I create a bar or column chart with both positive and negative numbers,
the labels are aligned near the zero value, right in the middle of the chart.
How can I force the labels to move to the side or bottom of the chart?

Right-click or double-click the X-axis and on the first tab, set the "tick
mark labels" to "high" or "low," depending on where they need to be.
