Layers and SWF

I've placed a swf on a layer that I'm trying to use as a background on a
page. When I put another layer over it, it appears in design view, but
disappears in preview. Is there some reason I can't put a layer over a flash
file?

You can, but unless the layer is transparent, it will obscure whatever is
under it.

I'm trying to use the swf as a background. So, I don't think need the next
layer to be transparent. Why doesn't my layer show up on top of the swf. I
tried putting the layers on without the swf and they all show. But, when I
insert the swf, the swf shows up but, layer on top of it is no longer visible.

Not so. Flash pokes through layers like a hot knife through butter!

All Active content on a page will always rise to the top, so to speak,
including Flash, certain form elements, Java applets, and Active X controls.
This means that each of these will poke through layers. There is not a good
cross-browser/platform reliable way to solve this issue, but if you can be
confident in your visitors using IE 5+ or NN6+, then you can use the Flash
wmode parameter.

Check the z-index of the layers. The higher z-index will be on top.

That's the same as the wmode link I posted earlier.

As far as I know, this method is not reliable cross-browser/platform, no?
