leveling bumps instead of just allocating to free space

In Project 2007:

I have tasks/subtasks for a training class that takes 2 people 2 months to
develop (class #1). I copy and paste those tasks/subtasks below because the
same set of tasks are used for the same 2 people to develop another class
(class #2) The second set of tasks (class #2) should never bump the timeline
for the first class -- just fill in free time. However it always bumps the
timeline when I level (even though class #2 is priority 400 and class #1 is
priority 480). What can I do to fix this?

(In case you wonder why I need to do this, one person is often training, so
the other person finishes their bits first and could could begin on the next
course.)

Hi,

Can you make the priority difference more spectacular? Combined priority is
a weighted sum of many factors and the priority fielsd is not the absolute
decider.

If you really can't get out of it you may send the file to

Jan,

This information has been most helpful! I made greater differences between
the priorities (200 instead of 10), that helped. Then I changed the leveling
order to "Priority, Standard." That helped more. Then I tinkered with a
couple of tasks and I'm working great!
