Limiting access to a page

I'm trying to create a Members Only section in a public web site. I've seen
others advising to create a new folder, convert it to a web and then use
Tools/Server/Administration Home to restrict access. Problem is when I can
only get Tools/Server/Permissions and the list of users seems to be set and
not able to be modified. Any suggestions?
