Line Border Uneven

I have a line border running horizontally across a page (a border under and over a newsletter title). The line is thicker on one half of the page than it is on the other and I can't figure out why. Any ideas? Thanks!

This issue is unknown in any version of Publisher.

I would suggest you update your video driver and your printer from the
respective manufacturers websites.

That will definitely fix your issue.

Is this on-screen or in print?
Are you sure the line is perfectly horizontal?
Have you checked there are no other objects there hidden under the line?
