Linking Projects & Sharing Resources

Need some help. I just started with a new company which is running Project
Professional 2003 with Project Web Access 2003 on a Windows Server 2000. We
have dozens of unrelated projects which upper management wants to have linked
together so that we can view schedule impacts and resource management. I've
tried to create a Master Project to do this, but haven't been successful in
getting it to work. Is there an easy way to do this? If not, does anyone
know a good book that does explain how to do this?
