linking to a secured database

I have an mdb db that I'm trying to use to link tables to
a secured MDE db. However, I keep getting the message
saying I don't have permission to use the MDE db, and I
don't even get a signon prompt. Is it possible to do
this, and if so, how do I do it? Thanks in advance to
anyone who replies.

To link to (or refresh links to) tables in the data database, users must have
Open/Run permission in the data database and Modify Design permission to the
linked tables in the application. -- Cited from Access 2000 Developers
