There are several ways to do this but they all will involve more than
using Publisher.
Keep in mind you will NOT be able to keep people from downloading images
without your permission. You can make it a little harder using scripts
but if it can be seen on the monitor it can be downloaded.
If you have your own site and access to CPanel, it provides a lot of
information about pages visited,images seen, etc. But what you may be
looking for is this:

This is not something you plunk on a Pub page and expect to work, though.
Another option might be to place a very lo-res picture or one with a
large watermark on it on your site with a form that a visitor could
request a password to a page that contains a high-res, non-watermarked
version. Again, you can design the pages in Pub (though that would not
be my choice of software to use), but you will need to know coding to
get the form to work and to automatically send the password.
All this aside, unless you are doing this to make money or simply to see
if you can learn how, I doubt it is worth your time.
