Long tasks in large project 1% usage or less

Over an 18 month project there are tasks that extend(duration 388 days) the
length of the project and use a small amount of a senior resources time. How
do I prevent this distorting the amount of work?

MSProject won't allow a task < 1%.

If it is less than 1% of a person's work then why model it at all?
Accuracy of your estimates is surely not to within less than 1 percent.

You can also can lump a number of these long duration low effort tasks into
a single one, or reduce the resource's availability by a corresponding
amount.
