I have created a document (large address labels for packages) and I have merged my recipient list to the document. (I have 4,000 recipients.) My problem is that every label on a sheet is for the SAME recipient, instead of multiple recipients per sheet. What am I not doing?

Well how about you tell us what version of Publisher you are
using!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Have you tried a test print, or only a print

Resize the page to be the dimensions of a single label. Then when printing,
select page options for multiple pages per sheet, then click on custom
options to adjust the spacing and horizontal and vertical gaps.
