making a local call using a call card

I was trying to make my outlook dail local calls using a call card. It seems
that this feature is not applicable with MS outlook XP. Am I correct?

Not sure. Outlook is not involved in this process. Outlook only invokes the
Windows dialer which handles the entire thing based on your dialing rules,
so you could ask in the appropriate Windows group.
