How do I make web page to allow web browser to submit a
comment and have the comments form a secondary web page?

Submit the form to a database, FrontPage has a database
wizard for this. Create a database display page, FrontPage
also has a wizard for this. Have the form display a custom
confirmation page; the database display page.
