Making changes to a document another user is currently editing

I have had an issue logged by a user that we thought SP2 for Office 2003
would resolve. Unfortunately the issue persists. It seems to be an
occassional issue that is difficult to replicate. However from the
information gathered from the user I guess this is what is happening.

When a user opens a doc or file on a shared network location the item opens
in the relevant application. When a 2nd user comes along they have 'File In
Use' message and can only 'read only' or be notified when file is available.
However some users seem to be able to get into the file even though someone
else is in the file and make changes.

"Then the box 'the file x.doc' may have been changed by another user since
you last saved it. In that case, what do you want: save a copy or overwrite
changes"

I was wondering how to prevent this. Basically the user wants anyone in the
company to be able to open any shared network file, then if additional users
access file while in use they can only 'read only' & made any changes!

As mentioned we have updated to the latest version of MS Office 2003 Sp2.

Thanks for those that may of considered this problem. I managed to come
across the cause!
What was not mentioned earlier was that the users use Office applications
provided via Citrix. It seems that users where accessing network located
files with ASP Explorer as provided by Citrix & others where using Windows
Explorer.
I opened ASP Explorer & Windows Explorer on the same PC and opened the same
document. Neither attempt advised me that the file was in use! So I made the
assumption that if different users where launching either explorer
applications to access shared documents at the same time then it was a likely
this was the cause!
So disabling local windows explorer on PC! If problem persists I will update!

It sounds as if the 'lock' file isn't being seen or is
being ignored, possibly from settings for the profile
or from mapping but might also occur if you use the
[x] always make local copy... settting in Tools=>Options in Word

Are these terminal services or remote clients or all local with
using a shared network folder set?

Hi Bob

Thanks for your suggestion. The option you mentioned do you mean; if we use
it or don't use 'always make local copy...' it may cause or resolve the
problem?

The users are Citrix Clients which is Terminal Services btw.
