manual send/receive doesn't work

In Outlook 2003, this just became a problem for me - I can't figure out how to troubleshoot. The automatic send/receive works, but before when the manual send/receive button on the toolbar was working, I'd get evidence of my manual send/receive activity either in the display box or in the lower right corner, and now I don't. Any thoughts?
