Microsoft Office Picture Manager isn't a true image editing program. It does
offer some decent correction options (color/brightness & contrast, red eye
removal, etc.) and some rudimentary editing tools (crop, rotate and flip,
resize, etc.), but it's not a true editor that can do a good job with
something like cropping someone's body or head from an image. You need to be
able to select and copy/cut or crop shapes other than just a rectangle for
this type of work.

Take a look at something like PhotoShop Elements (Adobe) or PaintShop Pro
(now owned by Corel, formerly by JASC). Or look into Acrylic, yet another
image editor from Microsoft (currently being beta-tested). No, scratch that
last.

Sad, since Creature House Expression (on which Acrylic is based) always got
really good reviews and had a really dedicated bunch of users.
