Did Microsoft really take off the Photo Editor on Office 2003? Do they
replace them with anything? What's a good replacement? Thank you.

Photo Editor was replaced by Picture Manager in Office 2003
You can do a custom install of PE from a previous version.

Agree, Picture Manager is just what it says, manager
Photo Draw would be a good replacement, shame they don't offer it anymore
Could try Microsoft Picure It or better, Digital Image Suite...
or still could do a custom install of PE.
