microsoft publisher in office 2000

I am unable to create calendars, labels, newsletters, etc.
because the wizard is unavailable. When I try to
reinstall it, or have the CD repair it, it cannot. The
message I receive as the problem is as follows:
V2.00.2600.2
That means nothing to me!
How do I fix the problem?
