Missing BatchCrypto.dll when Outlook 2003 starts can I fix?

Can't seem to find any mention of this .dll anywhere on the 'net. I don't
even know if it is actually part of office or not. I have tried repair,
uninstall/reinstall, and nothing seems to fix the issue. When I open Outlook
the message pops up and you can click ok to clear, and everything seems to
work ok. Next time you open Outlook up the error appears again. Any
information would be greatly appreciated.
