Missing DLL file

My Outlook XP does not open in regular mode; it, only opens in Safemode.
During the closing process, an error message pops up that says, "... unable
to locate MSDART.DLL ..." What is MSDART.DLL file? And, how do I add the
file and make my Outlook XP to open in its regular mode?

Go to Windows Update and update your MDAC component.

elaborate a little bit for me? I am totally ignorant in IT teminology.
