Missing Toolbar Drawing

I am trying to group obects and it says to go under View, Toolbars and select
Drawing and when I do so there is no "Drawing" toolbar! Help!

The "group" tool is on the Arrange menu in Publisher. Word has the Drawing
toolbar.
