mm measurements in publisher 2003

sorry, forgot to type the actual measurements i want to achieve in publisher ;
183mm / 129.5mm / 13.5mm / 14mm / 13.5mm

publisher 2003 does not seem to have mm option so how can i achieve these
measurements ACCURATELY ?

Publisher has a centimetres mode. If your locale is set to a metric
location, this will be the default; otherwise, you can access it via Tools >
Options.

10mm = 1cm precisely (by definition), so just move the decimal point one
digit to the left, or divide by 10, whichever is easier.

You can use the Measurement toolbar to precisely set dimensions and
positions.
