Mouse wheel to scroll down the page

I am using Office 2003. I used the MouseHook.dll to prevent the mouse from
scrolling to the next record. My forms are long and I would like to use the
mouse wheel to scroll up and down the the lengthy form. But I am not able to
scroll up and down the form with the wheel. Anyone has any idea why or how to
fix this?

I have a very long form in which I cannot use tab control to make the form
fit the screen. I used the Mousehook.dll to prevent the mouse scrolling on to
next record. But since my form is lenghty, I want to use the mouse scroll to
scroll down the form or using the tab key to scroll down to the next record
on screen. Right now I am not able to do neither. I have to manually pull
down the vertical scroll bar to see the rest of the form. Any help on this is
appreciated!

Why can't you? Roger's suggestion is the only real workaround. If I remember
correctly, even without using Lebans hack for locking the mousewheel, you
can't use it to scroll down the form. Having forms so long that than can't be
displayed without scrolling down ia a very, very user un-friendly design.
