A couple of things could be causing the task to stay put. First, display
the Constraint Type field in your view. If there are constraints, (e.g.
start-no-earlier-than, must-start-on, etc.), they may be holding the
tasks. Second, display one of the progress fields (i.e. % Complete,
Actual Start, etc.). If any task has started, it can't be moved to an
earlier date without first setting the progress to zero - but then that
doesn't make sense because if effort has already been accomplished, its
impossible (realistically) to say nothing has been done.

Are there any external links from other project files? If so, one or
more of those links could be "holding" a task.

Once you have cleared anything that will "hold" a task, I suggest you
run the "Adjust Dates" utility found on the Analysis toolbar.
