MS Publisher 2000 - No Catalog

I installed MS Publisher 2000 and the Catalog does not
appear when I key NEW or check the box in OPTIONS for it
to do so.
I have Windows XP Pro; Office 2000 Sr-1 installed; I
tried re-installing Publisher several times; the program
works fine except: NO CATALOG.

I had the exact same operating system and Sr-1 version on
the previous computer I upgraded from and it worked fine
there.

Any ideas?

Have you tried Detect and Repair from the Help menu?

I have the same issue here with one of my machines. Both
are running Office XP Professional and Publisher 2000. The
only difference between the 2 is that one is a Windows XP
Home and the other is a Win 98. The Win 98 machine works
fine with this config, but on the XP Home machine the
catalog will not work. I have installed all of the latest
Service Packs and Service releases and even did the Detect
and Repair as noted here, but still no catalog. I have
even tried uninstalling Publisher 2000 and installing
Publisher 98 and the 98 works fine. I then uninstall the
98 and reinstall the 2000 and still the same results.

It's almost like a DLL has been changed, but I am not sure
which one.. Any ideas??
