Is there a program which allows the user to open Explorer so the contents can
be seen side-by-side? No, I don't mean opening two instances of Explorer.
What I am looking for is a (third party) program which allows the used to
open two windows within the same view.

I'm not sure how satisfying an experience it is (I've merely demonstrated
the possibility to myself, and haven't attempted to do any useful
searching), but you can in fact do what you're talking about with Microsoft
Word. Choose File - Open, type the desired URL, set the Open dropdown to
Open with Microsoft, and if prompted say OK to converting from HTML. Once
the site displays, choose Window - New Window to get two windows with the
same view. Or, choose Window - Split to get a split view of the site.
