My publication will not allow me to use the toolbars

When I try to edit a publication, the program will not allow me access to the
toolbars, move objects, or to edit text boxes. It seems to be frozen. Can
someone help me figure this out?

to be frozen. Can someone help me figure this out?

Is it a trial version? If so, it has expired.

If not, then have you activated the product? Help > Activate product. It
sounds like your version of Publisher has gone into reduced functionality
mode.
