If the folder C:\weburls is the folder that contain your existing FP web just select that folder when you select File Open Web
If it does not contain a web (only a bunch of pages) , FP will convert the entire C:\weburls folder to a FP web
Suggest you try the FP tutorial if you don't understand a FP web
