Navigation Buttons Out of Order after Publishing

When I create my web and view it on the browser before
publishing, the buttons are in correct order with the
Home button on top. Also, the navigation bar is in proper
order.

But when I publish the web, the Home button appears half
way down the buttons list, out of order.

I've already tried calling the webserver to delete the
Structure.cnf file and republished but this did not work.

Any suggestions?
