Need Licensing Help

I am trying to find more information on Licensing. Without going into too
much detail, I am going to be creating databases for customers using Access.
What I need to know is - if they don't currently have Access installed on
their own computer - what is the best & most cost effective solution? Do I
tell them to go and buy the whole package (trying to avoid this) - Is there
any type of licensing that will allow me to purchase a license bundle and
install it on their computers for them (preferrable option).

I am at a loss. Any information would be great!

There is an Access viewer available. They won't be able to edit but they can
