New email in Outlook runs installation

I'm using Outlook 2003 and whenever I receive a new email in my Inbox
Outlook insists on running the Office Installation, which says it's
installing files and finally asks me to restart. Upon restart, the
same exact thing happens. The only way for me to read my email is to
cancel this installation dialog.

How can I fix this?
