A user has complained that new e-mail does not automatically show in their
inbox. Outlook 2000 is the program in questioned. The user will not touch
outlook for a long period of time. When the user clicks on a folder (e.g.
calendar or contacts) or clicks on a previously delivered e-mail, all the new
e-mail will show up in the inbox. It seems that some kind of event in
Outlook is necessary to trigger the delivery of e-mail.

E-mail is being delivered from an Exchange 5.5 server. A PST file is not
being used. Detect and repair does not resolve this issue, nor does building
a new profile. Only by uninstalling and then reinstalling Office 2000
completely resolves this issue.

Based on the symptom of this issue, it is most likely caused by Windows XP
SP2. So before we go any further, I would like to confirm whether the
problematic user's operation system is Windows XP SP2. If so, this behavior
occurs because Outlook uses the user datagram protocol (UDP) to receive new
e-mail message notifications. By default, when you apply Windows XP SP2, it
turns on the Windows Firewall. The Windows Firewall blocks the UDP packets
that Outlook uses for new e-mail message notifications.

To work around this issue, we need to add the Outlook.exe program to the
Windows Firewall Exceptions list and also create a registry key to override
the registry key set that is maintained by Windows XP SP2. To do this,
please follow the steps below:

Step 1: Add Outlook to the Windows Firewall exception list:
-------------------------
1. Click "Start", click "Control Panel", and then click "Security Center".
2. Click "Windows Firewall" under "Manage security settings for" area.
3. On the "Exceptions" tab, click "Add Program".
4. In the "Add a Program" dialog box, click "Outlook".

Note: If you do not see Outlook in the "Add a Program" dialog box, click
"Browse", look for the file in the C:\Program Files\Microsoft Office\Office
folder, and then click "Open".

5. Click "OK" twice.

After this, please follow the steps below to add the ForcePolling registry
value:

Step 2: Modify registry keys:

Note: To turn on RPC polling in Outlook 2000, Microsoft Office 2000 Service
Pack 3 is required.

2. In the Open box, type regedit, and then click OK.
3. Locate and then click to select the following registry key. If the PRC
key does not exist, please create a new one.

HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\RPC

4. On the Edit menu, click Add Value, and type ForcePolling. The data type
is REG_DWORD, and the value is 1.

Thank you for the prompt response. This situation is also occuring on two
computers with Windows 2000 Pro installed. These workstations do not have a
fire wall installed on them either.

I will try recommended fix on the Windows XP computer.

Thank you for your prompt response.

The resolution I provided in my last reply is for Windows XP SP2 specific.
You can implement it on Windows XP SP2 clients to check the effect.

As for Windows 2000 clients, this behavior seems abnormal. My research
shows this can be caused by several situations, such as some third party
conflicts. I would like to provide you with the following suggestions to
troubleshoot this issue:

Step 1: Start Outlook Safe Mode:
-------------------------
If this issue persists, please start Outlook Safe Mode to test the issue.
Outlook Safe Mode will disable all extensions, corrupted resources, files,
registries, or templates.

1. Click Start, and then click Run
2. Type "Outlook.exe /safe" and click OK. (Without quotation marks but
there is a space in front of "/")

Also I suggest that we follow the steps below to manually disable all the
third party add-ins in Outlook. In this way we check if this issue is
caused by the conflicts between Outlook and some third party add-ins.

1. Start Outlook and choose Tools --> Options.
2. On the Other tab, click Advanced Options...
3. Click Add-In Manager... and COM Add-Ins...
4. Click to clear all the checkboxes in the list.
5. Click OK three times to close the Options.
6. Restart Outlook.

Step 2: Rename cache files on the problematic user's machine:
-------------------------
Please perform a search on the problematic user's computer to find the
following files. After we find them, please rename ".dat" to ".old". We use
this step to clear the cache files in case they are corrupt and cause this
issue:

extend.dat
outcmd.dat
frmcache.dat
views.dat

Note: Some of them may not exist, but it should not matter. Since they may
reside on a hidden folder, please enable the "Show hidden files and
folders" option, and when we perform the search, please select the More
Advanced Options -> the first three check boxes.

In Windows 2000, they are stored in the following folders by default.

frmcache.dat: C:\Documents and Settings\<username>\Local
Settings\Application Data\Microsoft\FORMS
outcmd.dat: C:\Documents and Settings\<username>\Application
Data\Microsoft\Outlook
extend.dat: C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\Outlook

Step 3: In case the steps above do not help resolve the issue, please
perform the following tests to further narrow down:
-------------------------
1. Access the problematic user's mailbox via OWA to test the issue again.

2. Is there any Windows 2000 computer where Outlook 2000 works fine? If so,
please configure the problematic user's account on this computer and check
whether this issue disappears.

By doing these we narrow down if this issue is related to a specific system
or mailbox.
