New Message to Contact is gone! OL2003

I have no idea why but the menu item 'New Message to Contact' is missing
from my Actions menu. I went to add it back in but it isn't even
available in the list of commands to add to a tool bar or menu. If I am
in any folder other than an e-mail folder then 'New Mail Message' doesn't
even appear in the drop-down menu for the 'New' button that is normally
on the upper left of the Outlook window. And to top it all off, I don't
get a [Send] button when I do open a new mail message.

I have tried repairing and reinstalling Office but it hasn't fixed it. I
even completely uninstalled and reinstalled Outlook. Nothing.

Since I am at my favorite coffee shop, which doesn't have Wi-Fi (yet), I
wasn't able to actually send this message. Desperate, I just kept trying
things and looking around. I discovered that I had lost my e-mail account
settings. How? I don't know. I did do a system restore the other day but
the restore point I used would have had the account info included. At
least I know the account info was there on the day that I did the restore
from. I can't be sure exactly what data gets stored in the restore
points.

Anyway, I solved my own problem. Since I had already written the post I
figured I would post the solution too. Hopefully this will help others
who may end up running into this same problem.
