New messages don't automically show up.

I have a couple users that complain that messages don't
show up unless they hit the send/receive button. They
are using outlook 2003 in cached mode. Their hosts files
are correct and they have outlook configured the same as
our other users that don't have this problem. We are on
a 2003 exchange server. Can someone tell me what would
cause this, what settings to look for? I have already
checked everything I can think of. Thanks.
