New, Reply, and Forward are not Highlighted

Can someone please explain why my New, Reply, and Forward tabs are not
highlighted, and are not allowing me to do anything?

I don't know of any Outlook view that shows New, Reply, and Forward as tabs.
As buttons, yes, but not as tabs.

If you don't get the terminology correct or be more lucid in explaining the
problem, how can anyone help you?

Version of Outlook? Is it activated? Is a message selected ad in focus in
the message list (or opened)?
