Newbie question - need help!

I'm new to this newsgroup and also new to frontpage. I'm using FP 2002
right now because it is the only software I have. I'm trying to create a
very simple webpage whereby using frames or tables or something like that.
I want to have my list of hyperlinks down the left side of the page inside a
frame or text box or something like that. Then to have another frame or
something to hold a logo at the top middle that doesn't scroll when you
scroll down the body of the webpage in the middle. I pulled up a sample
webpage and it had squares and rectangles with dotted lines with text,
hyperlinks or graphics in them. Just what I want because I could drag them
and change their shape. However when i tried to create one myself with a
table, the line was solid and evidently was visible. What tool do I use to
create the boxes with the dotted line on them? This program came with my
computer when I bought it, so I wanted to give it a chance. Can somebody
please help me out here? Your help is greatly appreciated!

Recommend you don't use Frames
- lots of problems especially for beginners and users

That being said
If you really want areas not to scroll you need to use frames
Start your page in your site using one of the Frames page Templates
Use
File New Page - More page templates and select the frames tab
- set your frame properties borders to 0

Better still Don't use Frames
Build your pages in a table (set the table border to 0)

Or for a very easy tool for beginners use FP Shared borders w/ FP Navigation
Try starting your web/site w/ one of the FP Web Site Templates - say the personal one
Use
File New Web/Site
- select the personal template
