Nope. This question is as old as Outlook itself. <grin> The answer is that Microsoft doesn't feel the need to bloat Outlook up with news features when pretty much every Windows machine already has Outlook Express installed.
If you have an Exchange server and really must have newsgroups in Outlook then you can configure Exchange's NNTP connector to feed newsgroups into Public Folders. Lot of work for little gain in most cases.
Another workaround is to use the Newsgroup web interface but open it within the Outlook web pane. Again, no great advantage in my opinion.

I am actually surprised at Microsoft. I have always wonder why they never implemented the new reader into Outlook. I understand that Outlook Express was made for home users which need basic email functionality. But as an office user we use Outlook heavily for email, collaboration, contact, etc.. It is a real pain to have to open and configure Outlook Express as well just to be able to use Newsgroups. Anyone have any info on this or any add on to Outlook to use for newsgroups.
