"No header layer for this page" message when running a macro

I have written a macro for Word 2000 to insert a watermark into a document.
To do this, the watermark has to be inserted through the headers or footers.
The macro works fine, but every once in a while, I get the following message:
"There is no header layer for this page. All available layers will be
displayed." When I press OK, the macro continues.

I have looked at the headers where I get this message, but do not see
anything different about them. The strange thing is I do not get this message
when stepping through a macro, only when running one from the document.

Any ideas?
