No Import/Export in File menu.

I need to import my contacts into Outlook 2003, but do not have
Import/Export in my File menu (fully expanded). I had the same issue
with Outlook 2000. Can anyone please help?

I also uninstalled using the Removal Wizard to erase any previous
settings from Outlook 2000, but that didn't help.
