Non-existent macros

I'm running Publisher 2007. When I open one file, a message tells me "Office
has identified a potential security risk". I'm then offered the choice of
enabling or disabling macros.

But there are no macros in this Publisher file. Does anyone know how to get
rid of this spurious message?

This would stop Publisher producing the message (by disabling all macros).
But it doesn't explain why the message is appearing, which is what my
question was meant to target . . .

Why is it there, when there are no macros in the file?
