Not enough memory to print to pdf

When I tried to print a 12 page newsletter in pdf I got a message that there
wasn't enough memory in Publisher to print more than 9 pages. I have printed
longer newsletters in the past. How do I increase the memory in Publisher? I
am using Publisher 2003.
