not recieving email unless you make a new meassage

i am using exchange 2000/outlook 2000. i have one user
that is having problems receiving emails. she only gets
them if the goes to compose a new message. has anyone
ever heard of this or maybe guide me in the right
direction i have checked all the settings i can think of.
