Object position is not enabled

I have stumbled upon the design gallery and think it might be useful.
However, I can't seem to understand some of it.

Is each gallery unique to its publication? Should I use a template to make
sure I have the custom objects available across all publications?

We have a box with text and graphic inside that we use over and over to
emphasize a key point in our training manuals. I'd like to insert this when
needed and change the text accordingly. I also want the box to move down
when the text above is added to. But, when I try to format object, Object
Position is greyed out and set at exact.

Yes, that is an excellent work around, which I have used.

Try *format object* of your other object.
