office 2000 and multiple logins

I have customized office 2000 toolbars under the
administrator login, but when a user logs in, the custom
settings are not there. It does try to install( or
customize) the first time the user logons. Is there
anyway to keep the settings for all the users? I am
using this in a lab situation.

copy the administrator profile over to the default user profile..

the Default user profile is what Windows looks at first when logging someone
on
