office 2003 and drop down menus

I recent installed office 2003 on a windows xp sp2 system. Intermittently,
the dropdown menus in outlook and word--such as the File of Help menu--will
not come down. The toolbars seem to work fine.
I've installed all available updates from the Office update site.
