office 2007 ribbon does not save

after installation under admin other users cannot save their toolbar ribbon
in 2007 office. They can add to it, but after restart, the toolbar goes back
to default. How can I change this behavior?

Is this in a Windows domain or on a standalone computer?

The QAT is saved in a file in the Local Settings folder of the user
profile. Is there any setting (GPO) on the domain level that would erase
or reset the local application data?

I have searched the policy and have found nothing about deleting local
settings folder. This is what is happening though, you are on the right
track. When testing I see the local settings folder being deleted even after
I copy it into the profile. Office 2003 saved the toolbar so I guess this is
new in 2007. What title in the GPO could I find the attribute you are
referring too?

another note, the exclude dir. in roaming profile does not allow local
settings to be saved in a profile. This is where the QAT is saved. I must
have roaming profiles. How do I get around this? I know MS thought about
this, after all I think they were the first users of roaming profiles.

Write a logon/logoff script that copies the file between the Local
Settings and the roaming AppData folder. MS didn't think of roaming
users and there is no way to change the location of the QAT file.
