Office 97 Value Pack - dataacc.exe Install Problems

I am trying to get the dataacc.exe (a part of the 97
Value Pack) setup program to run. I need this to be able
to add import some Excel data into Access. When I run the
program, it comes up and asks 'Do you want to install
Microsoft Data Access Pack?', I choose yes and the
program quits. Any reasons for this?
The machine I am trying install it on is running Windows
2000.
I have run the setup from the same network location on
other PC's, under various Windows OS's, and it goes
through all the 'normal' operations.
All help is most appreciated. Thanks!

Have you checked to see if the files in
http://support.microsoft.com/default.aspx?scid=kb;EN-US;162714&FR=1
and

are already installed?

Is there an error event in the computer log?
