Office assistant characters

After upgrading to outlook 2003 office assistance
characters files are not present in other programs such
as, Excel and Word 2002. I get this message when I want
to show my office assistance and it tells me to run setup.
I ran the setup again but, still haveing problems.
Sometimes it works but most of the time it does not.
