Office Outlook 2003

When I try to open Outlook I get the following message: UNABLE TO OPEN
OUTLOOK WINDOW. THE SET OF FOLDERS COULD NOT BE OPENED. SERVER NOT AVAILABLE.
What can I do to fix this. I have reinstalled and updated the program with
no change.
