office picture manager - editing does not work

When logged on as a user the editing function with picture manager does not
work, e.g on contract keeps jumping back to 0. Tried giving user power user
rights and rebooted, still not working.

What do you mean by "on contract?" If your user can open the Picture Manager then the
edit feature should be usable.
Maybe a detect and repair?

Sorry, mistyped, using contrast, brightness, rotate does not work. I have
even tried recreating the profile. Going to reload software but as it works
for other users I do not think this is the problem.
