Open Outlook in Maximized window

I have a user that wants his Outlook 2003 to open in a full maximized window.
Even if he opens Outlook and maximizes and then closes it. When he opens
Outlook again it opens in a small window.

How can I get this to open full window all the time.

Personally I'd use a shortcut to open Outlook, as you can tell a shortcut to
open maximised.

If you open Outlook from Quick Launch, you can modify the shortcut to
open the application maximized.

If you open Outlook from the desktop icon (not a shortcut), then I think
Outlook will open the way it was when it was last closed.

I have found a work around for this open the window that opens in a small
window click ctlr-N to open a new window. Take this window and manually make
the window full size by dragging the corners to make the window full size.
Once the window is full size close the original small window then close the
large window. Now when you open the program it should open maximized,
